That Cabinet notes the feedback from the Performance and Overview Scrutiny Committee, including comments relating to the 2025/26 Financial Outturn Report.

Purpose: To seek approval of the Social Partnership Duty Report 2026, setting out how the Council will build on existing practice, and work collaboratively with trade unions, to ensure compliance with the Social Partnership and Public Procurement (Wales) Act 2023.

That Cabinet approves the Social Partnership Duty Report 2026.

That Cabinet agrees that the report be published in accordance with the Council’s statutory duty.

Purpose: The purpose of the report is to provide Cabinet with the outcome of the statutory objection period concerning the proposals to discontinue the local authority maintained nursery at Durand Primary School.  This report concludes the statutory process.

That Cabinet agrees to implement the proposals from 1 September 2026.

That Cabinet approves the change in the school age range from 3–11 to 4–11.

That Cabinet notes that funded early years provision will continue via an approved non-maintained provider on site.

Purpose: To provide Cabinet with information on the Authority’s final financial results for the 2025/26 financial year in respect of the revenue budget, capital programme, and associated reserves position.

To update Cabinet on the early indicative progress against the 2026/27 revenue budget.

That Cabinet notes the final financial outturn position for 2025/26 and associated appendices.

That Cabinet approves the strategy to replenish reserves as outlined in the report.

That Cabinet approves the use of capital receipts in line with Welsh Government guidance.

That Cabinet approves capital slippage of £45.22 million into 2026/27.

That Cabinet approves the capital budget revisions as presented.

Purpose: To seek Cabinet approval for the adoption of the Charter for the Rights of Rivers in Monmouthshire, following the motion agreed by Council on 25 June 2026.

The decision is intended to recognise the intrinsic value of all rivers and watercourses in Monmouthshire and to provide a clear set of principles to inform future Council policy, strategy, operational practice, partnership work and decision-making. The charter provides a clear public statement of intent and leadership on river protection and recovery.

To adopt the Charter for the Rights of Rivers in Monmouthshire as a framework to support river protection and recovery.

That Cabinet notes that the item was brought forward on the agenda to accommodate the availability of the Cabinet Member.

That Cabinet approves and adopts the Charter for the Rights of Rivers in Monmouthshire, applying to all rivers and their tributaries.

Purpose: To seek approval for the disposal of land adjacent to number 40 Leechpool Holdings, Portskewett.

To approve the disposal of council-owned land and regularise its use as part of an adjoining residential property.

That Cabinet approves the disposal of the land for use as garden land to the adjoining property.

That Cabinet delegates authority to the relevant officers to finalise the terms of the disposal.

Purpose: To provide details and seek approval for the acquisition and refurbishment of a property in Monmouth for the purpose of developing a supported accommodation provision for care experienced young people (aged 16 plus), using existing borrowing headroom.

Approval is sought based on a Business Case that is attached as Appendix 1.

To approve the development of a supported accommodation provision in Monmouth for care experienced young people.

That Cabinet approves the acquisition and refurbishment of a property in Monmouth.

That Cabinet approves the use of Housing with Care Fund grant funding and, where required, borrowing headroom previously agreed by Council.

That Cabinet approves entering into a contract with a suitable external provider to deliver support services.

Purpose: To seek authorisation to proceed with the purchase of land required to provide an active travel (walking, wheeling and cycling) path alongside the B4245 between Undy and Rogiet.
