Minutes:
We considered an application for a new premises licence under the Licensing Act 2003 from Mr. Adam Mahmood T/A Jungle Syndicate Limited for Piercefield
Park, Chepstow Racecourse, St Arvans, Chepstow, Monmouthshire for the
following:
· Provision of Plays: Thursday 12:00-23:00, Friday & Saturday 12:00-02:00 and Sunday 12:00-00:00 (Indoors & Outdoors).
· Provision of Films: Thursday 12:00-23:00, Friday & Saturday 12:00-02:00 and Sunday 12:00-00:00 (Indoors & Outdoors).
· Provision of Live Music: Thursday 12:00-23:00, Friday & Saturday 12:00
02:00 and Sunday 12:00-00:00 (Indoors & Outdoors).
· Provision of Recorded Music: Thursday 12:00-23:00, Friday & Saturday
12:00-02:00 and Sunday 12:00-00:00 (Indoors & Outdoors).
· Performance of Dance: Thursday 12:00-23:00, Friday & Saturday 12:00
02:00 and Sunday 12:00-00:00 (Indoors & Outdoors).
· Late Night Refreshment: Thursday 23:00-02:00, Friday & Saturday – 23:00-04:00 and Sunday – 23:00-02:00 (Indoors & Outdoors).
· Supply of Alcohol: Thursday 12:00-02:00, Friday & Saturday 12:00-04:00 and Sunday 12:00-02:00 (On-Sales).
· Open Hours (Standard timings): Thursday-Sunday - 00:00-00:00 and
Monday 00:00-16:00.

The Chair welcomed the applicants and the objectors to the meeting and introduced Members of the Sub Committee and the attending Officers and explained the protocol for the meeting.
The applicants and the objectors confirmed receipt of the report and hearing procedure.
The applicants acknowledged that they would proceed without legal representation.
The key issues and details were read out to the Sub Committee.
The objectors were then given the opportunity to address the Sub Committee, to put forward their objections to the application.
The applicants were then given the opportunity to address the Sub Committee, to put forward any relevant explanations.
Following this, Members of the Sub Committee put forward questions to the applicants and the objectors and discussion ensued. The applicants and the objectors were then given the opportunity to sum up.
Following questioning, the applicants, objectors and Licensing Officers left the meeting to allow the Sub Committee Members to deliberate and discuss the findings.
Upon re-commencement, the Chair and the Monmouthshire County Council Solicitor advised that the Sub Committee had made a unanimous decision to approve the application with the following reasons and conditions:
· The mitigations and the commitments provided by the applicants in respect of the noise and the control of traffic were adequate.
· The licence was granted on the provision that the hours are amended in respect of the sale of late-night refreshments and the supply of alcohol. Those hours are as follows:
- Late night refreshments on a Thursday from 23:00 – 24:00.
- Late night refreshments on Friday and Saturday from 23:00 – 24:00.
- Late night refreshments on a Sunday from 23:00 – 24:00.
- Supply of alcohol on a Thursday from 11:00 – 24:00.
- Supply of alcohol on Friday and Saturday from 11:00 – 24:00.
- Supply of alcohol on a Sunday from 11:00 – 24:00.
· Reasons for the amendment of hours in relation to the sale of alcohol and the late-night refreshments:
- The amended hours are consistent with other large events held locally and nationally.
- The Sub Committee considered the concerns that have been expressed by the local residents.
- The responses given by the applicants in respect of the request for the extended opening hours for the sale of alcohol and the late-night refreshments were unconvincing.
- Whilst the sale of alcohol and late-night refreshments is to cease at 24:00, the event may continue until 02:00 for the provision of plays, films, live music, recorded music and the performance of dance on a Friday and Saturday.
- The Sub Committee agrees with the conditions recommended by Gwent Police.
