Justine Cass, Deputy Monitoring Officer, Torfaen County Borough Council, explained that the business of the meeting concerned the remuneration of members of the Senior Leadership Team and she had been asked to provide advice to the Remuneration Committee to avoid any conflict of interest.  

It was noted that the Committee consists of six members. All political groups have been invited to nominate members. Nominations were received from the Labour Group and the Green/Independent Group only.

The Deputy Monitoring Officer, Torfaen County Borough Council, presented the report on the Pay and Reward Structures of Chief Officers.  The Committee considered the Terms of Reference and Governance arrangements.

In response to a question, the Deputy Monitoring Officer, Torfaen County Borough Council, confirmed that there is no formal agreement between Monmouthshire County Council and Torfaen County Borough Council on the amount of time allocated to complete the task.

The Committee aims to report back to County Council in December 2024 then the decision is forwarded to the Independent Remuneration Pael for Wales for comment.

It was agreed that when this work is completed, the remuneration of other Senior Officers sitting beneath the Senior Leadership Team and not covered by the Green Book pay scale would be considered, and also the remuneration of the whole authority.  All recommendations subject to affordability.
