Decision:

Following the completion of the statutory consultation period and the subsequent detailed review of all representations received, the following recommendations are presented for consideration and determination by the Cabinet Member:

 

It is recommended that a Public Inquiry should not be held. While the consultation period revealed significant community opposition to the original scope of the Prohibition of Waiting on Raglan High Street (2249), it is advised to proceed with approving and implementing the proposed orders listed below as originally proposed:

As mentioned above, following significant public opposition to the original Prohibition of Waiting on Raglan High Street (2249), the proposed restriction has been substantially reduced. It is recommended to proceed only with the minimum necessary measure: a 10-meter section on the northern side of the highway, as shown in drawing 2249 REV B. This adjustment addresses concerns about economic impact on local businesses and increased through-traffic, which could compromise pedestrian safety. By limiting the scope to a safety-critical area with a known sightline obstruction, the Authority has demonstrated consideration of social and economic factors.

Decision:

That in accordance with the Local Authorities (Calculation of Tax Base) (Wales) Regulations 1995, the amount calculated by the Council as its Tax Base for 2026/27 shall be notified as 48,969.69 and the collection rate set at 98.2%.

 

That no Special Resolution declaring Drainage Rates as Special Expenses be made.

 

That any expenses incurred by the Council in performing in part of its area a function performed elsewhere in its area by a Community Council shall not be treated as a special expense for the purpose of Section 35 of the Local Govt. Finance Act 1992.

 

That Council Tax setting continues to be a function of full Council.
