That a capital budget of £32,866 be created in 2021/22 to fund the upgrading of the floodlights at the Penypound Stadium, Abergavenny and that this is funded by a grant of £27,800 from the Welsh Ground Improvements Fund and a contribution of £5,066 from the county council.
