2019/20 EDUCATION AND WELSH CHURCH TRUST FUNDS INVESTMENT AND FUND STRATEGIES pdf icon PDF 842 KB

Purpose: The purpose of this report is to present to Cabinet for approval the 2019/20 Investment and Fund strategy for Trust Funds for which the Authority acts as sole or custodian trustee for adoption and to approve the 2019/20 grant allocation to Local Authority beneficiaries of the Welsh Church Fund.

Decision:

That the proposed Investment and Fund Strategy for 2019/20 for the Monmouthshire Farm School Endowment Trust Fund be approved.

 

That the proposed Investment and Fund Strategy for 2019/20 for the Welsh Church Fund be approved.

 

To delegate responsibility for the execution and administration of treasury management decisions to the Head of Finance (S151 officer) who will act in accordance with the Investment and Funds Strategy (appendix 2).

 

To approve the 2019/20 grant allocation to Local Authority beneficiaries to the Monmouthshire Welsh Church Act Fund of £210,000 to be distributed in accordance with population shares as per the 2010 Census.

 

That the Monmouthshire Farm School Trust Board determines the 2019-20 grant allocation at its October meeting based on the previous years’ investment return at the end of March 2018, and any under spends carried forward from the 2018-19 grant allocation, and to avoid eroding the overall fund.

 

To endorse the Welsh Church Fund Principles, Policy Considerations and Grant Allocation Criteria for 2019-20 (Appendix 6) as considered and approved by the Welsh Church Fund Committee on the 17th January 2019.

To provide Cabinet with an overview of the current strategic risks facing the authority.

 

To seek Cabinet approval of the whole authority strategic risk assessment and amendments to the strategic risk management policy and guidance.

That Cabinet members approve the strategic risk assessment shown at Appendix 1 as a realistic and evidenced appraisal of the strategic risks facing the authority over the next three years.

 

That Cabinet approve amendments to the strategic risk management policy and guidance, as referred to in paragraph 3.6.

REPORT TO FEDERATE THE GOVERNING BODIES OF LLANFOIST FAWR AND LLANVIHANGEL CRUCORNEY PRIMARY SCHOOLS pdf icon PDF 80 KB

PROPOSAL TO CONSULT ON THE CLOSURE OF MOUNTON HOUSE SPECIAL SCHOOL

Purpose:

Over the last two years, officers in the Children and Young People’s Directorate have worked with colleagues across Monmouthshire schools and the within the authority to put in place effective provision to support our vulnerable learners.  A particular facet of that work has been to focus on needs of children with challenging behaviour. 

 

In a previous consultation exercise, Cabinet considered the future of Mounton House Special School as a part of the wider review.  Ultimately, it was determined not to progress and to retain the status quo.  Following further review the purpose of this report is to seek Cabinet’s agreement to consult on the closure of Mounton House Special School.
