We considered the proposed Draft Licensing Policy 2020 prior to submission to full Council for adoption.

 

In doing so, the following points were noted:

 

·         We are currently at the consultation stage.  Following the consultation period, the report will be re-presented to the Licensing and Regulatory Committee which will include any issues that have been raised during this period for consideration by the Committee.

 

·         As this is a policy document it can be reviewed throughout the five year period to address minor issues.  However, to address any major issues, a period of further consultation would be required.

 

·         In response to a question raised regarding item 21.2 of the Policy, it was noted that one might have a temporary events notice 10 working days prior to an event or have a late temporary event notice which is five working days prior to the event.  The wording of this section of the document would be amended to make it more user friendly.

 

·         All licence holders will receive a letter confirming that the policy is out for consultation.  This information will also be available to view on The County Council’s website.  Notices will also be erected at County Hall, Usk and at the One Stop Shops within the County notifying the public that the policy is out for consultation.

Minutes:

The minutes of the Licensing and Regulatory Committee meeting held on 15th October 2019 were confirmed and signed by the Chair.

 

In doing so, the following updates were received:

 

Minute 2 - Street Trading in Abergavenny

 

It was noted that the Estates Section would not be taking responsibility for Block Street Trading Consents as of February 2020.  Therefore, the Licensing Department will be holding talks with the Clerk to Abergavenny Town Council with a view to assessing whether this could be taken on by the Town Council.

 

The Licensing Department would also be investigating any additional cost implications to major events, such as the Abergavenny Food Festival, with a view to ensuring that these costs are viable for next year.

 

Minute 3 – Application for the licensing of a Tuk Tuk as a Private Hire Vehicle

 

This matter would be further investigated with local authorities that have issued licenses for a tuk tuk regarding any operating issues that might have been experienced. To date, no responses have been received.

 

A trip in a tuk tuk will be arranged which will include a Licensing Officer and the Chair and Vice Chair of the Licensing and Regulatory Committee to assess the potential safety issues of the vehicle.
