The chair welcomed all the officers who had inputted their time and effort in bringing forward the report due for discussion. He thanked them for agreeing to return to the Select Committee, having had their report postponed from the meeting on 7th September due to the Select Committee having a significant workload at that meeting. The chair apologised to officers and the Cabinet Member, explaining that due to the number of councillors having given apologies and not being present at the meeting, the Select Committee was inquorate and would not legally be able to take place.  He agreed with officers that the report would be deferred to the next ordinary Select Committee meeting on 21st October 2021 and would be considered as the first item of business.
